Thom advises and litigates on administrative law aspects of area and project development, transactions and property management.

Areas of interest

Thom specialises in spatial and European administrative law. He advises and litigates on administrative law aspects of area and project developments, transformations and property management, such as permits and zoning and environmental plans. Thom’s clients include property developers, property owners and investors, housing corporations, retail, construction and agricultural companies, catering establishments, football clubs, museums, schools, universities and government bodies such as municipalities.

Registrations

Thom has registered the following area of law in the Register of Jurisdictions of the Netherlands Bar Association:

  • Environmental law

This registration obliges him to earn ten training points each calendar year in each registered area of law according to the standards of the Netherlands Bar Association.

Details

Thom graduated from the University of Amsterdam, where he obtained his Bachelor’s degree in Law (cum laude) and then his Master’s degree in Public Law. He also obtained his Bachelor’s degree in Political Science, specialising in International Relations.

Thom previously worked at the Council of State, first as a trainee at the European Union Law Committee of the Office’s Secretary, then as a legal advisor at the Administrative Law Directorate (spatial planning cases). He also worked at STIJL Advocaten, as a student trainee and legal assistant.

Between September 2017 and May 2018, Thom taught at the Construction Law Masterclass of the University of Utrecht (theme of construction law and administrative law courts). Furthermore, Thom regularly publishes in leading legal journals such as Tijdschrift voor Bouwrecht, Tijdschrift voor Bouwrecht, Administratiefrechtelijke Beslissingen (AB) and Jurisprudentie Bestuursrecht Plus. His publications cover, among other things, trust in the government, interested parties in environmental law, competition interests, sustainability (solar parks and circularity), the European Services Directive and spatial planning. Finally, Thom regularly writes press releases for the Real Estate Journal.
