Thom specialises in environmental law and general administrative law.

Areas of interest

Thom advises and litigates on administrative law aspects of area and project developments, transformations and property management, such as environmental permits, zoning and environmental plans and cost recovery rules Thom assists public authorities, property developers, property owners and investors, housing associations, retail, construction and agricultural companies, hospitality businesses, football, tennis and padel clubs, museums and schools, among others The focus of Thom’s practice is on residential (construction) developments and business park development.

Registrations

Thom has registered the following area of law in the Register of Jurisdictions of the Netherlands Bar Association:

  • Environmental law

This registration obliges him to earn ten training points each calendar year in each registered area of law according to the standards of the Netherlands Bar Association.

Details

Thom graduated from the University of Amsterdam, where he obtained his Bachelor’s degree in Law (cum laude) and then his Master’s degree in Public Law (with subject specialisation in Environmental Law). He also obtained his Bachelor’s degree in Political Science, with a specialisation in International Relations.

Before joining Style Lawyers in 2016, Thom worked at the Council of State, first at the European Union Law Commission and then as a lawyer/clerk at the Administrative Law Directorate (Spatial Planning Chamber).

Thom taught at the Construction Law Masterclass at Utrecht University between September 2017 and May 2018. Thom regularly publishes in leading legal journals such as the Tijdschrift voor Bouwrecht (TBR), Administratiefrechtelijke Beslissingen (AB) and Jurisprudentie Bestuursrecht Plus (JBplus). His publications include topics such as zoning and environmental plans, environmental permits, trust in government, interested parties in environmental law, competition interests, sustainability (solar parks and circularity), European Services Directive and other matters related to spatial planning. Thom has been a permanent annotator at the AB since March 2022. Finally, Thom regularly writes press releases for Vastgoedjournaal (Real Estate Journal).
