Prof. Dr. Leo J.A. Damen is Of Counsel at STIJL Advocaten. Leo Damen is emeritus professor of administrative law at the University of Groningen.

Leo Damen publishes mainly in the general part of administrative law. See, among others, the manuals Bröring et al. and Marseille et al., Administrative Law 1 and 2, The Hague: BJu 2019, his contributions to collections, his articles and his hundreds of annotations in the AB and AAM. In 2018, Leo published the preliminary advice ‘Is the citizen triple A: alert, suspicious, assertive, or does he get lost in translation? Confidence in the government, VAR series 160, The Hague: BJu 2018, pp. 7-103. Before that and for a series of other publications he was awarded the VAR-Michiel Scheltemaprijs in 2019.

Leo studied law in Utrecht and Amsterdam and obtained his PhD in Groningen with Prof. M. Scheltema on ‘Unregulated and non-transparent management’.

Leo has more than earned his spurs in administrative law. Leo was, among other things, professor of administrative law at the University of Groningen, full-time counsel at the Central Board of Appeal and dean of the Faculty of Law in Groningen. Leo is editor of the AB Rechtspraak Bestuursrecht.
